The Department of Educational Psychology at the University of Illinois at Urbana-Champaign, announces a position for a leading scholar in evaluation.  This position affirms Illinois’ decades of national and international leadership in contemporary evaluation theory and practice that consequentially strengthens educational and social programs and policies.

This evaluation scholar will join a diverse community of educational researchers with shared commitments to equity and social justice.  Our diversity lies not only in the demographics of our faculty and graduate students, but also in evaluative and research methodologies and epistemologies. The Department of Educational Psychology at the University of Illinois is widely recognized as one of the top five Educational Psychology Departments in the country; our College of Education is in the top 25. CREADr. Nicole Bowman will be providing a preconference workshop at the international conference for the Center for Culturally Responsive Evaluation and Assessment (CREA). The Third International CREA 2016 conference will be held April 20-22 at the Palmer House Hilton Hotel in Chicago, Illinois.

The preconference workshop is entitled, Culturally Responsive Indigenous Evaluation (CRIE): Indigenous Knowledge, Frameworks, & Case Studies to Inform/Transform Evaluation Practice that will be co-presented with Dr. Fiona Cram.

Dr. Nicky’s preconference workshop will be held on Tuesday, April 19, 2016 in the Chicago Room of the Palmer House Hilton from 8:30 am to 4:30 pm.

The annual CREA Conference is to bring together an interdisciplinary group of scholars from around the country and internationally to focus on the role of cultural theory and practices of evaluation and assessment. The conference title, The Next Generation of Theory and Practice: Rethinking Equity through Culturally Responsive Evaluation and Assessment, provides a central focus that is also guided by the five themes of: broadening participation in STEM and beyond; capacity building in global and local communities and neighborhoods; development of equitable measures, methods and metrics; policies and practices of influence and consequence; and examples of effective models of collaborations and networks.

The core mission of the Center for Culturally Responsive Evaluation and Assessment (CREA) is to generate evidence for policy making that is not only methodologically but also culturally and contextually defensible.

In today’s pluralistic societies, to achieve valid and actionable conclusions from research and evaluation studies inquirers must have a substantive understanding of the character and influences of diverse cultural norms and practices. As an interdisciplinary center, CREA brings together researchers from across the College and University, the nation, and internationally to address the vital need for policy-relevant studies that foreground the cultural and contextual dimensions of inquiry findings on the quality and effectiveness of social and educational interventions.

About Dr. Bowman

Dr. Nicole Bowman holds a Ph.D. from the University of Wisconsin-Madison in Educational Leadership & Policy Analysis (2015). She also earned a M.Ed. from Lesley University in Curriculum & Instruction (1996) and a B.A. from St. Norbert College in Elementary Education (1993). She has nearly 20 years of experience providing programming and completing research, evaluation, and technical assistance services within tribal and public contexts (rural, urban, and reservation) where scientific rigor and cultural responsiveness are the foundation to the services provided. In her May 2015 dissertation, Dr. Bowman created and completed a first of its kind national study that used a multi-jurisdictional or tri-lateral approach to studying tribal and public education policy via the lenses of tribal, local, state, and public government educational agencies. She documented the multiple internal structures and steps of how tribal government policy is developed and what influences tribal and public education policy where American Indian students attend public K-12 schools. This study provides a new framework to operationalize how tribal and non-tribal governments can collaborate to strengthen policies, systems, and policy activities that can support educational success and improved outcomes for American Indian students. Dr. Bowman also is a national leader in Indigenous evaluation and has served the American Evaluation Association (AEA) through blogs, webinars, full day pre-conference workshops at the annual international AEA conference, conducting internal environmental audits, providing peer reviewed journal support as an editorial board member for AEA’s New Directions in Evaluation Journal and through other diversity, governance, and evaluation activities of AEA in elected or employed leadership. She contributed to the book Continuing the Journey to Reposition Culture & Cultural Context in Evaluation Theory & Practice (Information Age Publishing, 2015) regarding multi-jurisdictional Indigenous evaluation, and continues to build capacities with tribal and non-tribal partners for strengthening human, cultural, and intellectual property protections, culturally responsive evaluation, and tribal/non-tribal government partnerships.
